Hit the man square in the face with a board

I saw this in The Economist:

For a large section of India's population the inability to prove their identity is a reality which leads to their marginalisation. Birth certificates are not universally available.

My first thought was that if you can't prove your identity, then you could realistically fake your own death, but faking your own death is pointless without an established identity.

My second thought was that America should recruit covert operatives in India.
